Chief James E. Nolan is a veteran of the United States Marine Corps who began his law enforcement career after graduating from the Philadelphia Police academy in 1995. After brief service as a Corrections Officer at the Delaware County Correctional Facility, he joined the Chester City Police Department in 1997. Over his twenty-two year career, Chief Nolan gained a reputation as an outstanding police officer and leader, rising through the ranks of the Chester Police Department, including service as a detective in both major crimes and narcotics units, before becoming Chief of Police in 2016. Prior to his appointment as Chief, Officer Nolan served his fellow officers as the President of the Fraternal Order of Police William Penn Lodge #19 from 2010-16.
