Chester man arrested for sexually abusing young teenage boys & possessing over 1000 images of child pornography

Media, Pa – Today District Attorney Kat Copeland announced James Harry Carr, Sr., 36, of Chester, is charged with sexually abusing teenage boys between the ages of 14 and 15 and possession of over 1000 pictures and videos of child pornography. The arrest is the result of an investigation conducted by Detective Mark Bucci and Detective Sergeant Kenneth Bellis of the District Attorney’s Criminal Investigation Division (CID) and Internet Crimes Against Children (ICAC) Task Force.

James Harry Carr, Sr., 36, of the 1200 block of Curran Street, in Chester, Delaware County, is charged with multiple counts of involuntary deviate sexual intercourse with a child, solicitation to perform involuntary deviate sexual intercourse, unlawful contact with a minor, and trafficking in minors, all felonies of the first degree, and possession of child pornography, criminal use of a communication facility, and corruption of the morals of a minor, felonies of the third degree.
On June 27, 2019, Detective Bucci received information that James Carr, Sr., was paying young teenage boys cash for sexual acts. Carr employed friends, acquaintances, and teenage boys, to help him with chores around the house. Interviews of four victims revealed that teenage boys between the ages of 14 and 15 were solicited by Carr to allow him to perform sexual acts on them and to perform sexual acts on him. In return, Carr offered to pay the victims between $100 and $400. Two of these teenagers disclosed sexual contact with Carr and two other teenagers revealed that Carr solicited them to perform sexual acts. These crimes occurred between April 2018 and June 2019, at residences in Colwyn and Chester, Delaware County.

On July 15, 2019, CID detectives executed a search warrant at Carr’s residence on the 1200 block of Curran Street in Chester. During the search, detectives seized several electronic devices, including cellular telephones and laptops, which were submitted to CID’s Computer Forensics Unit. Examination of these devices revealed that they contained sexually explicit videos and images depicting both males and females under the age of 18, and as young as infancy to three years of age, being sexually assaulted by adults and other minors. Forensic examination of one of the cellular telephones revealed over 1000 visually unique video files and over 400 visually unique image files depicting child pornography. Forensic examination of a laptop computer recovered revealed 200 visually unique video files and over 50 visually unique images depicting child pornography. The video files were found to be located within a folder structure under the user profile "James."

"The actions of the defendant, James Carr, Sr., are horrifying and reprehensible, as he not only repeatedly sexually abused innocent children, but he further exploited numerous children by collecting and viewing child pornography,” said District Attorney Kat Copeland. “As he is currently incarcerated, he can no longer cause harm to any child. In partnership with our local police, CID and the ICAC Task Force, we will continue to actively work daily to locate and arrest individuals who seek to take advantage of innocent children for their own depraved, sexual gratification. I commend CID Detective Bucci and CID Sergeant Bellis and our Delaware County ICAC Task Force for the work they do every day to protect our children from dangerous predators.”

James Harry Carr, Sr., was arraigned and his bail was set at $230,000/10%. Carr was unable to make bail and he was remanded to the George W. Hill Correctional Facility.
